ORGANIZATIONAL MISSION: Willows International's mission is to inform women of their reproductive rights and provide information about how they can fulfill their reproductive needs. Willows will help women covered in its program to access the most appropriate and comprehensive reproductive health information and the highest quality services. The Willows International’s information, education and referral services that are carried out through one-to-one visits with the project clients that are performed by Field Educators identified from within the communities where the program is being implemented. Willows provides training to its local field teams and  healthcare providers involved in its activities, procures the necessary medical and training materials, and collaborates with local organizations working towards the same goals.

PROGRAM GOAL:  Willows initiated its Tanzania program in Arusha with the aim of helping women to realize their reproductive choices by providing extensive, one to one information and education according to their needs and referring them to highest quality reproductive services available in the area.  Willows will increase awareness of reproductive and patients’ rights and instill the habit of utilizing healthcare services, with an emphasis on helping women exercise their right to become pregnant when they want to and realize their reproductive choices.

Willows International implements its program and achieves its program goals by the use of a specifically developed manuals and electronic needs assessments and implementation tools.

POSITION SUMMARY:  The Project Office Manager will report to the Willows Senior Program Coordinator (SPC). She/he will be responsible for coordinating the establishment of a Willows Arusha Field Office, and supporting   in the development, implementation and evaluation of the Willows program.   




  • Oversee establishment of the Field Office in Arusha, Tanzania including but not limited to,  ensuring that occupancy of the office space is appropriately concluded with all involved parties, the office lease is prepared (if applicable), renovations completed, furnishings and fittings purchased and installed and operational building utilities are established.


  • In collaboration with the Senior Program Coordinator, provide leadership to the project team in implementing program goals.
  • Assist the Willows Management to execute all phases of program activities for project II.
  • In collaboration with the Senior Program Coordinator, and other key staff, ensure program planning, development and implementation systems are in place and functioning effectively.
  • Assist Senior Program Coordinator in identifying and recruiting office and field staff.
  • Understand and support the project’s goals, objectives, target groups and approaches
  • Provide guidance and supervision to a project team of data assistants, supervisors and field educators, providing appropriate and timely feedback regarding performance 
  • Establish and maintain key partnerships with partners including government officials, likeminded non-governmental organizations, healthcare providers and community leaders.
  • Demonstrate initiative and vision to drive project progress, ensure stakeholder engagement, and overcome any implementation obstacles that the projects may encounter
  • Work with M&E Manager to timely monitor and evaluate project progress including coordinating  project activities, supporting data collection and analyzing weekly reports for Project II
  • Motivate, mentor and manage performance of the assigned staff and consultants for the project.
  • In collaboration with relevant Staff at the Willows Headquarter, ensure that resources for Project II implementation are available, efficiently used and appropriately tracked in compliance with Willows International regulations.
  • Lead Project II team to document project activities and be responsible for all project reporting to the Senior Program Coordinator, as required.
  • Carry out other responsibilities that the immediate supervisor may assign.


  • Minimum of five years of experience in project management. Experience in managing Sexual and Reproductive Health interventions is most preferred.
  • University or post graduate degree in management, health, Sociology  or in another relevant area
  • Proven leadership skills, as well as skills in facilitation, team building and coordination
  • Demonstrated results-oriented, problem solving work experience and personality.
  • Strong organizational skills
  • Dynamic personality and a team player
  • Strong interpersonal and communication skills
  • Ability to work independently and multitask
  • Experience in planning and program evaluation will be an asset
  • Passion for improving women’s access to reproductive health information and services
  • Advanced use of Microsoft Office applications
  • Excellent written and oral English and Kiswahili skills
