I/ Context

Iles de Paix is a Belgian non-government and non-profit international organization dedicated to promoting sustainable development worldwide. Currently Iles de Paix works in 5 countries: Benin, Burkina Faso, Peru, Uganda and Tanzania. Iles de Paix also conducts activities in Belgium such as advocacy and development education. The intervention of Iles de Paix in Africa's overall objective is to enable people to pursue their own sustainable development process independently andwith dignity.

Iles de Paix is implementing a Water Project funded by the Belgian Funds for Food Security (BFFS) in the Districts of Longido and Simanjiro.

The specific objective of the project is to improve sustainable access to adequate water for livestock.

The suggested activities are consistent with the following results:

Result 1: The targeted villages have a plan to put emphasis on the water resources 

Result 2: The existing infrastructures of pastoral water production are consolidated 

Result 3: New pastoral water sources are built in the two targeted districts

Result 4: The local capacities of management and maintenance of the pastoral water sources are strengthened

Iles de Paix is looking for highly qualified Program Manager.

Duration of Contract: 1 year renewable (the program will run until December 2019)

Starting date: As soon as possible

Duty Station: Arusha with frequent trips to the intervention area (60% of budget time)

II/ Main responsibilities

§  Coordination of the program through collaborative relationships with partners and other development actors;

§  Define the strategy regarding management and maintenance of water sources and water points, and lead the implementation of the strategy;

§  Monitoring and strategic management of the program through the establishment and use of the monitoring and evaluation system, the analysis of results achieved, the organization and facilitation of evaluation, organization and facilitation of studies and researches related to actions undertaken;

§  Ensure administrative and financial management of the program that is to say, the proper use and allocation of resources for project implementation;

§  Representation of Iles de Paix at program level;

III/ Main activities

Strategic level

§  Participate in all strategic reflections;

§  Contribute to the elaboration of strategies and intervention policies of Iles de Paix in Tanzania;

§  Participate and contribute to the formulation of programs and projects and their submission to donors by ensuring the active involvement of identified operational partners.

Program Management

§  Support partners in the design and formalization of intervention strategies and methodologies, and in developing their action plans;

§  Organize annual and quarterly planning process of the program;

§  Ensure the implementation of the program:

        Continuous follow-up through field visits, exchange of information with partners, local actors and other development authorities;

        Sharing with partners of observations, suggestions and recommendations;

        Organizing regular coordination meetings with program partners;

§  Coordinate the implementation of partner capacity building activities:

        identification with partners in capacity building axes to be considered;

        facilitation and / or organization of the implementation of training and other capacity building actions 

§  Continuous advice to partners to support them according to their needs in the implementation of the program;

§  Ensure the establishment of monitoring and evaluation system of the program and support partners in collecting field data and their exploitation.

§  Organizing with partners the periodic reporting process and consolidate the reports;

§  Contribute to the organization of program evaluations, studies and researches related to actions carried;

Program Implementation

§  Define the strategy regarding management and maintenance of water sources and water points, and lead the implementation of the strategy;

§   Assist in the development of training materials on community development, water resources management partner’s staff and communities;

§   Support NGO in training and other capacity building initiatives under this project;

§   Build knowledge capacities of all implementing partners in appropriate water and sanitation technologies to enhance sustainability, equity and inclusiveness, efficiency and effectiveness;

§   Providing technical support, coaching, advice on development activities to partners in the fields of WASH implementation.

Administrative and financial management

§  Work closely with the administrative and financial services of the Regional Coordination of Islands of Peace:

        To ensure good understanding of administrative and financial procedures that apply to the program by the partners;

        To ensure the proper use by the partners of all the resources in accordance with the procedures;

        To ensure the achievement of execution rate and financial commitments with those planned and announced to donors;

Representation and mandates

§  Representing Iles de Paix at program level and maintain all contacts with all partners – actual or potential – as well as stakeholders and beneficiaries (basic group, association, local authorities, decentralized services, regulatory authorities, etc.).

§  Representing Islands of Peace, at the request of the Regional Coordinator for other ad hoc tasks.

 

IV/ Person Specification

IV.1/ Education and aptitude

§  Bachelor or Master of Science in Integrated Water Resources Management, Natural Resources ManagementCivil and Water Resources Engineering or in Environmental Engineering;

§  Demonstrated technical ability, sound judgment and ability to work effectively with others at all levels;

§  Excellent communication and presentation skills in English;

§  Ability to effectively liaise with government, NGOs and other relevant stakeholders;

§  Firm belief in teamwork, gender equality and sustainable development;

§  Computer skill particularly Microsoft Word, Excel, Power Point, QGIS, Autocad;

§  Ability to work effectively in teams;

IV.2/ Job related experience and knowledge

§  At least 7 years of experience in project management / development programs;

§  Strong experience in water resources management – Natural resources management;

§  Strong knowledge of Water Policies and Regulations;

§  Experience project engineering-related issues (financial and budgetary procedures, organization, planning, reporting, and implementation of the project cycle…)

§  Great partnership relations management experience within development programs;

§  Experience of capacity building of NGO development partner organizations;

§  Experience living or working in rural setting;

§  Experience with project monitoring and evaluation;

§  Work experience in development oriented NGO;
