Emergency Response Manager, Yemen (Roving)

Founded in 1946, today the Norwegian Refugee Council (NRC) works in both new and protracted crises across 31 countries. NRC specialises in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene. NRC is a determined advocate for displaced people. NRC’s expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. NORCAP experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country .

The Norwegian Refugee Council in Yemen is looking for an Emergency Response Manager (ERM) to lead the Emergency Response Team (ERT) and manage the emergency programme. The ERM will be the interface between the ERT and the Country Director, and will ensure a quality and effective emergency response programme.

Our ideal candidate will be Degree qualified with 5+ years working for an international humanitarian and development organisation, with experience managing slow onset disasters in a conflict or post conflict environment. The role required someone who will take initiative, and is excited and energized by challenges/opportunities, with an enthusiasm to contribute to positive change.

Job description

  • Overall management of the country emergency program activities, and ERT.
  • Develop and execute the Emergency Response Strategy for Yemen
  • Provide area specific input on Core Competence strategies, Country Strategy and Plan of Action
  • Assess needs, develop and implement integrated emergency response plans
  • External representation, coordination and relationship building with NGOs, UN, Government, donors and the humanitarian community
  • Lead and manage the ERT, and ensure that capacity building is provided to all staff responsible for emergency projects implementations
  • Ensure day-to-day safety of ERT.

Qualifications

  • First level university degree/Bachelor’s Degree in relevant discipline
  • At least five years’ relevant experience working for a reputable international humanitarian and development organization.
  • Experience managing slow onset disasters in a conflict or post conflict environment, preferably in the East Africa & Yemen region.
  • Experience in working in multi-country disaster preparedness, response and recovery programming.
  • Strong coordination skills in programming, resource management and staff safety.
  • Strong planning, monitoring and organizational skills
  • Strong analytical skills and close attention to detail.
  • Experience and skills writing reports and proposals.
  • Documented experience as a trainer/facilitator on humanitarian issues and staff capacity building
  • Experience of working with institutional donors/fundraisers;
  • Safety and security awareness training, highly desirable
  • Training in humanitarian frameworks (Sphere, HAP, People in AID and Good Enough Guide), desirable
  • Familiarity with the context of Yemen or similar emergency contexts; previous work experience in Yemen is an asset

Education level

  • College / University, Bachelor’s degree

  • Excellent communicator with strong interpersonal and persuasion skills.
  • Ability to lead and manage a team, and proactively manage performance
  • Excellent problem solving skills, with the ability to solve a wide range of complex challenges
  • Ability to think strategically, whilst being results oriented with a focus on ‘getting things done’
  • Ability to be innovative, take initiative and lead/work with minimal supervision
  • Flexible, reliable, culturally sensitive, positive attitude, able to work under pressure.
  • Able to travel, live and work in isolated remote areas

We offer

  • Duty Station: Roving
  • Travel: 20% – Sana’a; 80% – Amran, Hodeida, Taiz, Aden, Al Dhale’e, Abyan, and other locations depending on need.
  • Contract Duration: 12 months
