The Danish Refugee Council (DRC) is advertising for an experienced, dedicated and visionary Regional Director to lead the establishment of a new regional office in North Africa and develop DRC’s vision and strategy as a leading protection agency working in forced displacement and mixed migration. DRC is a private independent organisation, operating in more than 35 countries around the globe, whose aim is to protect refugees and internally displaced persons from persecution and promote lasting solutions to forced displacement on the basis of humanitarian principles and human rights. As a displacement agency, DRC is unique in assisting refugees and the displaced in every phase and along every step of displacement.

DRC applies a regional approach in promoting our mandate to protect and promote durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. In 2018, DRC will formally establish a regional operation for the North Africa region, comprising Algeria, Tunisia, Libya and Sudan. DRC has been present in Sudan since 2004, in Libya and Tunisia since 2011, and in Algeria since 2016, addressing humanitarian needs related to armed conflict, persistent insecurity and significant internal and cross-border displacement, including protracted displacement and returns processes. With protection as the foundation, DRC applies an integrated multi-sector approach to address emergency needs, root causes and solutions to displacement. DRCs sector expertise encompasses the work of Danish Demining Group (DDG), a specialist capacity within the organisation.

Increasingly, countries in North Africa have become areas of departure, transit and destination for mixed migration flows from West and East Africa, with those on the move facing significant protection concerns. In response to this, and to further strengthen the strategic and programmatic approach to the protection needs related to forced displacement and mixed migration in these countries, DRC has embarked on the process of establishing a regional operation for North Africa, with a regional office based in Tunis.

Role and responsibilities

As Regional Director for DRC, you will build up DRC’s regional operations in North Africa and lead the regional strategic and organisational development in close collaboration with DRC’s Copenhagen-based HQ and the countries reporting to the new regional office. The role encompasses all DRC activities in the region, including those of DDG. You will take the lead in developing and implementing the regional strategy, which is guided by DRC International strategy 2020, and ensuring that relevant advocacy, donor and fundraising strategies are set and pursued. In the start-up phase of this new region, the Regional Director will have limited staff available at the regional level (and initially only be the Regional Director), but will be able to draw on both DRC HQ resources and resources in the countries forming part of the North Africa Region. This role thus requires an experienced strategic thinker with strong entrepreneurial and organisational leadership skills.

In the role as Regional Director, you will moreover:

  • Exercise strategic leadership i.e. lead the development and implementation of regional strategic priorities.
  • Promote and contribute to the development of a clear and relevant programme profile within the North Africa context and guided by DRCs corporate profile and priorities.
  • Represent DRC externally and act as main DRC advocate to stakeholders and duty bearers in North Africa, and engage with DRC globally and DRC West Africa, East Africa and Europe Regions to promote advocacy efforts at multiple levels.
  • Ensure that DRC North Africa is established as a region, organised and managed in order to pursue opportunities while operating in compliance with minimum requirements and relevant guidelines.
  • Overall accountable for the North Africa operations in terms of finances and financial management, quality and compliance, and ensure that proper risk management systems are in place.
  • Overall responsible for safety and duty of care for staff in the North Africa region

The Regional Director will reports to the Head of Division for Africa and the Americas. The Regional Director has a seat in the Extended Senior Management Group (E-SMG) for DRC International Department and as such plays a central role in the development of DRC International. Within the North Africa region, the Regional Director is line manager for the Country Directors and future regional office staff.

Qualifications

The qualified candidate is a strong and visible director with proven team building skills. Qualified applicants have experience in operating in a very volatile security environment, have extensive management and coordination experience, are very familiar with humanitarian principles and practices, are used to representing a large and leading international organisation to external partners and authorities, and furthermore match the requirements listed below:

  • Minimum 10 years of relevant experience (including 5 years at senior management level) in international emergency and/or post-conflict settings, preferably with displaced populations.
  • Experience in exercising leadership at Director’s level as well as leading the development and implementation of strategic priorities in large-scale and complex humanitarian operations.
  • Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of our beneficiaries. Experience in donor contact, fundraising and networking.
  • Able to manage a large financial turnover and mitigate risk in a complex and volatile environment.
  • Experience of strategic planning and programming, field implementation, monitoring and evaluation.
  • Experience in organisational development and implementation of policies regarding staff, code of conduct, anti-corruption measures and transparent management.
  • Prior experience with DRC/DDG’s principal sectors and approaches, including emergency response, protection, mixed migration, community driven development and safety approaches, humanitarian mine action and/or armed violence reduction, will be an advantage in the position.
  • Excellent written and spoken English language, communication and drafting skills. Language skills in French or Arabic will be an advantage.
  • Preferably working experience from the region.
  • Experience in managing safety and security staff.

Conditions

Availability: June 2018

Duty station: Tunis, Tunisia, with extensive travel throughout the region.

Contract: 2 years contract. Salary and other conditions are offered in accordance with the Danish Refugee Council’s Terms of Employment.
