Organization Overview

The Social and Economic Policy Division helps guide development of the nation’s prominent policies and programs. Our contributions—at all government levels—have resulted in better programs on housing, community revitalization, education, workforce development, income security, food assistance, and in support of children, youth, and disadvantaged families. Abt Associates seeks an Information and Communication Technology (ICT) Specialist for upcoming United States Agency for International Development (USAID)-funded contract to refine the early grade reading assessment system in Malawi and build the capacity of communities, teachers, and Ministry of Education, Science, and Technology (MoEST) to consistently use this system to improve learner outcomes. The ICT Specialist will be stationed in Lilongwe, Malawi for a period of 4 years and will provide technical leadership over all ICT responsibilities for the project, reporting directly to the project Chief of Party (COP). This position will be responsible for guiding the implementation of a knowledge-management and communication plans related to the dissemination of reading assessment data.

Key Roles and Responsibilities

  • Provides strategic direction and technical leadership over all ICT aspects of the Malawi Early Reading Evaluation.
  • Support mobile tools and digital dashboard for easy/fast access to national reading assessment data.
  • Supports helpdesk and IT infrastructure for all project offices.
  • Designs and implements ICT and dissemination plans.
  • Clarifies roles and clearly communicates expectations for staff contribution to knowledge-management project activities.
  • Maintains productive working relationships with USAID, project partners and key counterparts, and reports to the COP.

Preferred Skills / Prerequisites

  • Bachelor’s degree (Master’s preferred) with at least 5 years of ICT experience, including experience in designing, implementing, and managing complex knowledge management, communications, and dissemination frameworks for programs in developing countries, particularly as related to the education sector.
  • Strong preference for a Malawian local.
  • Significant experience in East Africa is critical with a preference given to experience in Malawi, including thorough knowledge of specific educational priorities.
  • Expertise in designing knowledge management systems and interfaces is critical.
  • Demonstrated creativity and experience with cutting-edge data visualization techniques.
  • Ability to liaise effectively with and develop consensus among key stakeholders, including donors, beneficiaries, national and local officials, public, private and civil society partners to assure effective collaboration among stakeholders.
  • Experience working with USAID highly prioritized.
  • Strong written, verbal, and oral communication and presentation skills.
  • Fluency in English required.

Minimum Qualifications

  • (8+) years of experience and a master degree OR the equivalent combination of education and experience.
